老舊房屋改造的社會經濟效益評價體系

張華棟1, 左中杰1, 李 芳2, 李雪琛1(1 中電投工程研究檢測評定中心,北京100840;2中國礦業(yè)大學(北京),北京100083)[摘要] 老舊房屋改造是解決目前房屋大規(guī)模“老齡化”的有效手段。此類政府參與組織并部分出資的項目,要考慮其是否符合社會經濟效益的要求。通過一系列的成本與效益值計算,最終得出項目的經濟凈現(xiàn)值(ENPV)、經濟內部收益率(EIRR)、經濟效益費用比(RBC)三個評價指標。并且,三個指標都遠遠超過了社會經濟效益的要求;老舊房屋改造項目,有著巨大的社會效益。[關鍵詞] 老舊房屋改造;社會經濟效益;評價指標中圖分類號:TU372+.3 文獻標識碼:A 文章編號:1002-848X(2012) S2-0472-04Evaluation system of the social and economic benefit in old houses renovation projectZhang Huadong1, Zuo Zhongjie1, Li Fang 2, Li Xuechen1(1 C +E Center for Engineering Research Test and Appraisal, Beijing 100840, China; 2 China University of Mining & Technology, Beijing 100083, China)Abstract: Currently, the old houses renovation project is an effective measure, to solve the houses large quantities of aging. This kind of project, that is organized and partly paid by our government, requiress of the economic benefit should be thought of. After a series of costs and benefits calculated, we finally got three evaluation indexes: Economic net present value, economic intemal rate of return, economic benefit cost ratio.
