[摘要] 混凝土結(jié)構(gòu)住宅在一、二、三類(lèi)環(huán)境中，按現(xiàn)行規(guī)范設(shè)計(jì)使用年限為50年。分析混凝土結(jié)構(gòu)劣化的內(nèi)因和外因，采取措施，克服劣化的內(nèi)因，隔斷劣化的外因，提高混凝土結(jié)構(gòu)耐久性，使混凝土結(jié)構(gòu)住宅使用年限成倍地提高。由此可節(jié)約大量資源和能源。應(yīng)制定住戶標(biāo)準(zhǔn)建筑面積，提倡高層，限制低層及別墅式住宅。用征收土地使用稅辦法，對(duì)低標(biāo)準(zhǔn)住戶優(yōu)惠，對(duì)超標(biāo)準(zhǔn)住戶多征土地使用稅，達(dá)到節(jié)約土地資源的目的，使住宅建筑可持續(xù)發(fā)展。同時(shí)國(guó)家應(yīng)對(duì)成倍提高使用年限的住宅實(shí)行優(yōu)惠政策，對(duì)此類(lèi)住宅給予經(jīng)濟(jì)補(bǔ)貼。

Abstract: It is a life of 50 years of concrete structure housing in the first, second and third type of environment, according to the current standard design. Analyze the internal and external causes of concrete structure deterioration and take measures, overcome the internal and external factors of deterioration, and improve the durability of concrete structures to make sure the life of concrete structure housing doubled and redoubled. This can save a lot of resources and energy. The household standard building area should be planned. The high rise building should be promoted and the low rise building as well as the villa-style houses should be limited. By the way of levying on land-use tax, do referential rights to the low standard household users and levy on more land-use tax to ones beyond the standard to fulfill the aims of the conservation of land resources and the sustainable development of residential construction. At the same time, the country should make preferential policies to the housing whose life will be double improved, and provide financial subsidies for such housing.
