[提要]  圍繞“小震不壞，中震可修，大震不倒”的抗震設(shè)計(jì)目標(biāo)，討論了鋼筋混凝土結(jié)構(gòu)抗震設(shè)計(jì)中地震作用取用烈度、結(jié)構(gòu)剛度取值、抗震等級(jí)、強(qiáng)剪弱彎、柱子的軸壓比、短柱、抗震墻的塑性鉸區(qū)的“強(qiáng)剪弱彎”及邊緣構(gòu)件配筋、連梁剛度的折減等問題，提出了作者的意見。
