摘要: 大力推進(jìn)裝配式建筑發(fā)展日益成為建筑業(yè)轉(zhuǎn)型創(chuàng)新升級發(fā)展的主要載體。 城市各區(qū)是各級城市組織和實(shí)施裝配式建筑發(fā)展的基本單元。 聚焦于我國裝配式建筑發(fā)展區(qū)級第一梯隊(duì)的南京市江寧區(qū)和常州市武進(jìn)區(qū),對區(qū)級層面裝配式建筑發(fā)展進(jìn)行系統(tǒng)化的案例對比分析,探究裝配式建筑需求引導(dǎo)政策在區(qū)級層面的激勵效果及裝配式建筑項(xiàng)目和產(chǎn)業(yè)發(fā)展之間的互動關(guān)系。 并結(jié)合系統(tǒng)動力學(xué)佐證了相關(guān)政策對兩區(qū)裝配式建筑占比提高以及相關(guān)部品部件產(chǎn)業(yè)鏈產(chǎn)值增加的重要促進(jìn)作用。 兩區(qū)有代表性的裝配式建筑需求引導(dǎo)政策(主要包括引導(dǎo)產(chǎn)業(yè)鏈構(gòu)建、協(xié)同推進(jìn)機(jī)制、質(zhì)量追溯機(jī)制、“一核引領(lǐng)、全區(qū)聯(lián)動”創(chuàng)新模式以及打造專業(yè)人才隊(duì)伍) ,為其他區(qū)縣級層面主管部門發(fā)展裝配式建筑提供了寶貴的經(jīng)驗(yàn)借鑒。

Abstract: Vigorously promoting the development of prefabricated buildings has increasingly become the main carrier of the transformation, innovation and upgrading of the construction industry. District and county are the basic unit in a city to organize and implement prefabricated building development. Focusing on Jiangning District of Nanjing City and Wujin District of Changzhou City which are the first echelon of Chinese prefabricated building development, the systematic case comparison analyses of prefabricated buildings development at the district level were carried out, and the incentive effects of prefabricated building demand guidance policies at the district level and the interaction between prefabricated building projects and industrial development were explored. Combined with system dynamics,the important role of relevant policies in promoting the increase in the proportion of prefabricated buildings in two districts and the increase in the output value of the industrial chain of related parts and components was proved. The representative prefabricated building demand guidance policies in two districts ( mainly including guidance on the construction of the industrial chain, collaborative promotion mechanism, quality traceability mechanism, innovative mode of " one core leading, whole region benefits" and building a professional talent team) , which provides great reference value for the development of prefabricated building in other counties and districts.
