結(jié)構(gòu)抗連續(xù)性倒塌風(fēng)險(xiǎn)評估與設(shè)計(jì) ——IStructE指南介紹*

[摘要]英國結(jié)構(gòu)工程師學(xué)會(IStructE)于2013年發(fā)布了結(jié)構(gòu)抗連續(xù)性倒塌的風(fēng)險(xiǎn)評估指南,IStructE指南針對歐洲規(guī)范EN 1991\|1\|7中第3類高風(fēng)險(xiǎn)建筑提出了詳細(xì)的風(fēng)險(xiǎn)評估步驟,包括確認(rèn)結(jié)構(gòu)可能遭受的災(zāi)害、確定可接受災(zāi)害的臨界值、采取降低風(fēng)險(xiǎn)的控制措施并對其進(jìn)行投入收益評估。對于不確定的偶然荷載,IStructE指南建議采用荷載重分布和局部保護(hù)設(shè)計(jì)的方法,分別通過驗(yàn)證構(gòu)件去除后剩余結(jié)構(gòu)的承載能力和關(guān)鍵構(gòu)件的加強(qiáng)設(shè)計(jì),提高結(jié)構(gòu)抗連續(xù)性倒塌的性能。主要介紹IStructE指南結(jié)構(gòu)風(fēng)險(xiǎn)評估和兩種設(shè)計(jì)方法的具體步驟,并綜合比較其他規(guī)范相關(guān)方法的優(yōu)缺點(diǎn)和適用范圍,為我國高層建筑結(jié)構(gòu)抗連續(xù)性倒塌設(shè)計(jì)提供參考和建議。

Abstract:The Institute of Structural Engineers (IStructE) in UK published a manual for risk assessment of highrisk structures against progressive collapse in 2013. This manual was concerned with detailed risk assessment steps on the 3rdclass structures in EN 199117, which involved identifying the hazards, determining the critical level of tolerable risk, taking risk reduction measures and performing a costbenefit assessment for each measure. Meanwhile, for unforeseeable accidental actions, two design methods of load redistribution and local protection were suggested. They were adopted  to enhance the resistance of structures against progressive collapse by examining the ability of structures to redistribute the loads from the loss of elements due to hazards and strengthening the key elements, respectively. The detailed steps to conduct the risk assessment and two design methods provided in the IStructE manual were mainly introduced. By comparing this manual with other relevant codes widely used, it aimed to provide useful recommendations for the design of highrise structures against progressive collapse in China.
